A return-button-operation detection circuit 31 outputs a detection signal Sopen when the CPU abnormality signal SWDT is input and when a return button is pressed after a shutoff valve 20 has been set to a shutoff state. An output holding circuit 47 holds the detection signal Sopen so as to be output as an operation detection signal Sopen '. An AND gate 48 ANDs the shutoff signal Sshut and the operation detection signal Sopen ' so as to output a shutoff instruction signal AAND to a shutoff-valve control circuit 44.

    • PROBLEM TO BE SOLVED: To eliminate the effect of a transient noise or the like and prevent the occurrence of erroneous judgement by applying the constitution that an input port judgement part inspects voltage, upon receipt of a port judgement normal signal, the abnormality of a circuit is judged when the voltage is equal to or below the preset level and, then, the circuit abnormality is reported. SOLUTION: An input port judgement part 5, upon receipt of an output signal from a periodic timer part 1 to periodically output a voltage inspection signal A, judges the status of an input port and outputs a port judgement normal signal D and a port judgement abnormality signal E. A voltage detection part 2, upon receipt of the port judgement normal signal D, inspects voltage. Then, the voltage detection part 2 outputs a voltage drop signal B, when the voltage is equal to or lower than the preset value, and a voltage normal signal C when the voltage is abnormal. Also, a circuit abnormality judgement part 6, upon receipt of the port judgement abnormality signal E, identifies a circuit abnormality and outputs a circuit abnormality reporting signal F. In this way, the input port judgement part 5 judges the status of the input port to read a judgement signal for voltage inspection, before implementing the inspection, thereby avoiding judgement about a voltage drop in the case of an abnormality.

    • PURPOSE: To quickly perform leak inspection of gas in a minute rate of flow and enhance the safe shutting function for gas by furnishing a judging means to judge as to whether gas leak exists or not on the basis of the size of the rate of gas pressure change. CONSTITUTION: A gas flow-path shutting means 31 shuts a gas flow-path in accordance with the result from sensing made by a gas flow sensing means 30 and is restituted electrically. A memory means 33 stores the change rate of gas pressure sensed by a gas pressure sensing means 32 corresponding to the size of the obtained change rate upon dividing into a plurality of stages. After restitution of the shutting means 31, a judging means 34 determines the rate of pressure change on the basis of the sensing result of the means 30 and performs discrimination to know in which area of the pressure change rate stored in the memory means 33 the obtained rate of pressure change lies. When the rate of pressure change is greater than a predetermined reference value, judgment as 'no gas leak' is decided, and when the rate lies within the reference value, a judgment as 'gas leak' is decided. A restituting means 35 restitutes the shutting means 31 in the former case.

    • PURPOSE: To judge as to whether gas is leaking or not in a short time by judging the size of the change rate of the rate of flow after restitution of a flow-path shutting means and comparing the value of pressure change in the inspection time for a duration corresponding to the size of the change rate of the rate of flow with its reference value. CONSTITUTION: The flow-path is shut by a flow-path shutting means 31 in accordance with the result from sensing made by a gas flow sensing means 30, and after the restoring works, the shutting means 31 is restituted by a restitutional shutting means 32. In this state, the change in the rate of flow in the gas flow-path is sensed by the sensing means 30, and a judging means 33 monitors the result from sensing and calculates the change rate of the rate of flow, followed by large/small discrimination of the change rate. The inspection time in a duration counter-proportional to the obtained large/small result is set for each case. The value of the change in the rate of flow is compared with its reference value, and if the result lies within the reference value in duration for a specified inspection time, a judgment as 'no gas leak' is decided, and the restituted condition of the shutting means 31 is maintained. In the case where the value of change is over the reference value, judgment as 'gas leak' is decided and the flow-path is shut by the means 31.
