A watermark embedding circuit 204 embeds electronic watermark data in the image data made to pass through the circuit 203. The image data outputted from the circuit 203 or 204 are subjected to JPEG compression, and also, a JPEG circuit 205 expands compressed image signal recorded in a memory 207. A recording circuit 206 records the image data in the memory 207.
