      SOLUTION: The base 10 is used for installing the facility on the roof 30 which is constituted by placing the waterproofing layer 32 and a thermal insulating layer 34 on the outer surface of a substrate 36. The base 10 is provided with a board 12, a supporting column 16, and a guard 14. The board 12 is fixed on the substrate 36. The supporting column 16, which is provided upright on the board 12 and penetrates both the waterproofing layer 32 and the thermal insulating layer 34, is projected from the top layer, and supports the facility. The guard 14 is attached to the supporting column 16 in parallel with the board 12 at a spacing which corresponds with the thickness of the thermal insulating layer 34.

The second heat-insulating material layer is constituted by a heat-insulating material which is provided with a heat-resisting function against high-frequency induction heating, a movement preventive function of a plasticizer from a waterproof sheet to the heat-insulating material, and resistance of the heat-insulating material to a solvent by a welding agent. The heat-insulating and waterproof structure is constituted by a fastener clip and the waterproof sheet, by fixing the waterproof sheet to the fastener clip by the melt by high-frequency induction heating between the fastener clip and the waterproof sheet, and by fixing the waterproof layer by the welding agent. The fastener clips dot the top surface of the second heat-insulating material layer and are engaged with the base material, and the waterproof sheet is laminated on the second heat-insulating material layer.
