摘要： Embodiments of the present invention provide a routing method between base stations, a serving gateway, and a base station, where the method includes: receiving, by a first serving gateway, a first user data packet of first UE sent by a first base station, and determining, according to the first user data packet, whether the first serving gateway serves both the first UE and second UE, where the second UE is a communication peer end of the first UE; and if the first serving gateway determines that the first serving gateway serves both the first UE and the second UE, triggering, by the first serving gateway, the first base station to acquire first routing information required for direct communication with a second base station, and triggering the second base station to acquire second routing information required for direct communication with the first base station, so that the first base station and the second base station establish a direct connection according to the first routing information and the second routing information. According to the method provided in the embodiments, a route between the two base stations is more optimal, and a transmission delay of a data packet is also reduced.

According to the present invention, when transmitting data by using a first radio bearer, a UE receives radio resource control connection reconfiguration information sent by a base station; the UE obtains a second radio bearer according to the radio resource control connection reconfiguration information; the UE sends radio resource control connection reconfiguration completion information to the base station; the UE transmits a part of the data which has not been transmitted by using the second radio bearer. The solutions provided by the embodiments of the present invention are suitable to be adopted during switch between an adaptive streaming mode and a progressive download mode.

The method includes: receiving a quality of experience QoE report sent by a user equipment UE, where the QoE report includes a QoE metric and a cell identity of a serving cell of the UE; and performing cell policy control according to the QoE report. In the embodiments of the present invention, a QoE server receives a QoE report sent by a UE, where the QoE report not only includes a QoE metric, but also includes a cell identity of a serving cell of the UE. Therefore, the QoE server performs policy control within a cell range according to the QoE report, thereby effectively improving flexibility of QoE service deployment and enhancing user experience.
