The purpose of the present invention is to provide a flux-cored wire for submerged arc welding, and a material for submerged arc welding, with which it is possible to obtain a welded metal having exceptional strength and extreme-low-temperature toughness by exceptional welding activity and to suppress the amount of diffusible hydrogen in the welded metal. The present invention pertains to a flux-cored wire for submerged arc welding in which the interior of a steel outer layer is filled with flux, the flux-cored wire containing prescribed quantities of each of C, Si, Mn, Ni, Ti, B, CaF2, and Mg in relation to the total mass of the wire, and the amounts of each of N and O in the outer layer being restricted so as to be equal to or less than a prescribed value.
