PROBLEM TO BE SOLVED: To provide relief to a vehicle connected to a broken controller by appropriately guiding the vehicles connected to the respective controllers when a part of the controllers breaks down in the battery charge-discharge system containing a plurality of controllers which charge and discharge of batteries of electric vehicles.SOLUTION: A factory 10 comprises: an FEMS 13 which monitors and controls a plurality of charge-discharge controllers CR1 to CR5; a storage device 14 which associates vehicles EV1 to EV4 connected to the charge-discharge controllers CR 1 - CR 5 with communication addresses of users U1 - U4 to store them; and a communication server 15. When an abnormality is detected in a part of the charge-discharge controllers CR1 to CR5, the FEMS 13 transmits a notice to urge movement for normal charge-discharge controllers which are not in use to the communication address of the user of the vehicle connected to the charge-discharge controller having the abnormality.
