SOLUTION: In this throttle control device for the internal combustion engine connected to a manual transmission at the time of clutch engagement, when detecting the accelerator opening of an accelerator pedal (step ST1), determining that a clutch pedal is stepped (step ST2), determining that a shift lever is in a neutral position (MT is in a neutral condition) (step ST3), and determining that a vehicle speed is at a constant vehicle speed or more (step ST4), the throttle opening of a throttle valve corresponding to the accelerator opening detected by a throttle opening calculating means is calculated larger than the throttle opening at the time of clutch engagement (step ST6) based on an inputted shift changing throttle opening map (step ST5).
