A PCRF receives a request from a mobile device corresponding to a user. The PCRF detects credit associated with a user mobile network usage account is below a threshold and assigns a tag to the request, the tag including redirect site information and secondary site information, the redirect site information including at least one network identifier corresponding to a redirect site and the secondary site information including at least one network identifier corresponding to a payment site accessible by the user when the credit associated with the user mobile network usage account is below the threshold. The PCRF transmits the request and the corresponding tag to a PCEF for routing the user to the at least one of the redirect site and the at least one payment site.

Respective limits for registered traffic (e.g., application provider addresses; content type; transmission time; location; etc.) and non-registered traffic (e.g., all other traffic) may be associated with an application eligible for toll-free connectivity. As traffic is received via the toll-free connection, the data is inspected to determine first whether the traffic is registered or non-registered traffic. If registered, the quantity of data is deducted from the allowable data amount specified during provisioning for registered traffic. If non-registered, the quantity of data is deducted from the allowable amount specified during provisioning for non-registered traffic. Accordingly, a toll-free application provider can agree to sponsor a limited quantity of arbitrary traffic which may be generated as content viewed through the wrapped application.

A user is given an allotment of credits, each worth one or more free and/or discounted communications. A credit balance is established and is continually adjusted as follows: it is increased whenever qualifying communications of a given type are received, and is decreased whenever free and/or discounted communications of the given type are initiated by the user. Once the credit balance has been depleted, the user may be blocked from initiating additional free or discounted communications, until the credit balance is increased. In one embodiment, different types of credits can be earned and/or used for different types of communications. In one embodiment, exchanges between the different types of credits may be permitted.
