A method of SGW-C in a wireless communication system, the method comprising receiving, from MME, a first create session request, selecting SGW-U among a plurality of SGW-Us, wherein the selection is based on a location of a terminal, transmitting a first resource request to the selected SGW-U, receiving, from the selected SGW-U, a resource message including an IP address and TEID of the SGW-U, the IP address and TEIDs being allocated by the selected SGW-U.

The CCNF module communicates with the second slice selector module to receive an identity of the first slice and an identity of the second slice, assign a temporary identifier, and transmit the temporary identifier to a user equipment.
