The audio signal encoding method includes the steps of: converting an input audio signal into a frequency-domain signal; extracting semantic information from the audio signal; reconstructing a sub-band variably by dividing or combining at least one sub-band provided in the audio signal on the basis of the extracted semantic information; and generating a quantized bit stream by calculating a quantization step size and a scale factor with regard to the reconstructed sub-band.
