    • An apparatus and method for optimizing feedback-based radio resource management (RRM) parameters comprising establishing a communication link in a serving cell within a network; performing at least one of the following: processing a plurality of measurements received to determine viability of the servicing cell and a neighboring cell, wherein the viability determination is associated with at least one RRM parameter configured by the network, analyzing an interaction between a user equipment and the network, wherein at least one RRM parameter associated with the interaction is configured by the network, or analyzing an internal procedure performed within the user equipment wherein at least one RRM parameter of the internal procedure is configured by the network; determining whether the at least one RRM parameter configured by the network should be changed; and using a transmit data processor for sending a feedback message to the network with a change recommendation.

    • In a Universal Mobile Telecommunications (UMTS) system, a mobile device reads scheduling information for uplink interference (SIB7) from a Master Information Block, broadcasted on the Broadcast Channel (BCCH). The UE wakes up from the sleep during its periodic paging occasions and reads the paging indicator channel (PICH). If the UE needs to read the PCH, then the UE computes the timing of the next broadcast of SIB7 using the scheduling information broadcast in the MIB on BCCH. Knowing the timing of the next SIB7, the UE can determine if there is an overlap. If overlap is detected, the mobile device demodulates both the paging channel carried by the Secondary Common Control Physical Channel (S-CCPCH) and the broadcast channel carried by the Primary CCPCH, avoiding a mobile-terminated (MT) call setup delay by waiting for the next SIB7 broadcast, which depending upon a SIB7 repetition ranges from 360 msec to 2.56 seconds.

    • Methods, devices, processors and computer program products for mobile terminal-based Radio Resource Management (RRM) and network optimization. The mobile terminal measures or otherwise obtains radio condition measurements (such as received power, interference, mobile transmit power and the like) and/or geographical location measurements. The radio condition measurements and/or location measurements are compared against historical data and/or target Key Performance Indicators (KPI) and, based on the comparison, a determination can be made as to whether adjustment of RRM parameters is warranted. By providing for RRM management at the mobile terminal level, as opposed to a cell or Radio Network Controller (RNC) level, better granularity of management is realized in the overall radio network. Further, individual mobile terminals can better tailor their radio resource needs to meet their conditions of use and, as such, better overall service can be realized by the individual mobile terminals in the network.

    • Systems and methodologies are described that facilitate automatically configuring a network configuration parameter (e.g., cell size parameter,...) in a wireless communication environment. Size of an area served by a cell associated with a base station can be detected automatically by the base station. For example, size of the area served by the cell can be detected based upon location information of UE(s) served by the cell, a path loss between the base station and the UE(s) served by the cell, and/or a transmit power level of a reference signal sent by the base station. Moreover, a value of a network configuration parameter (e.g., cell size parameter,...) can be automatically assigned by the base station as a function of a comparison between the size of the area served by the cell and a set of thresholds. For instance, the set of thresholds can be configurable by a network operator.

    • Methods, apparatus, processors and computer readable medium for inter-radio access technology (RAT) handover are provided that incorporate a soft-decision making process. By implementing configurable functions, soft-decision making allows for handover measurement limits to fall within a prescribed acceptable range and for the totality of the handover measurements to be used in making a final decision on inter-RAT handover. Thus, the currently described aspects provide for more flexible handover decision-making and better utilization of network radio resources. Further, in some instances, the currently described aspects may provide for the weighting of handover measurements, thereby allowing network administrators to place more or less emphasis on a selected handover measurement and, thus, better manage the handover process.
