    • A method, apparatus and computer program product are provided that improve mobility procedures between base stations based on rules configurable by the operator that govern both the mobile terminal and the base stations. A method is provided in which a mobile terminal obtains system information from a neighboring base station. The system information is stored at the mobile terminal such that the mobile terminal may thereafter participate in a handover or reselection to a respective neighboring base station at least partially based upon the stored system information, typically without further verification of the system information. If desired, the mobile terminal can further determine if one or more predefined validity criterion is met with respect to the stored system information. If the predefined validity criterion is not met, the mobile terminal can then obtain system information, e.g., updated system information, from the neighboring base station.

    • The exemplary embodiments of the invention utilize techniques that provide an amount of scheduling flexibility for retransmissions (e.g., downlink HARQ retransmissions) while also limiting the amount of time within which a UE can expect retransmissions. Thus, the network retains scheduling flexibility while the UE can still operate in DRX, for example. In one exemplary embodiment, a method includes: receiving an initial transmission of information (901); and receiving a retransmission of the information, where the retransmission is received within a window of time having a predetermined duration, where the window of time is arranged to begin at a predetermined time or after a predetermined time interval (902). In further exemplary embodiments, the predetermined duration of the window of time is measured using a DRX retransmission timer and/or the predetermined time or the predetermined time interval is measured using a HARQ RTT timer.

In exemplary non-limiting embodiments: the identifier is at least a TA ID for the private cell's CSG network, where the UE receives the TA ID over a broadcast channel/system information of the serving network node; the TA ID may be a short TA ID received over a primary broadcast channel of the serving network node; the identifier comprises the TA ID and either a LI cell ID or a CSG cell ID; and if the UE is not a member of the CSG network it the measurement report only in response to a command received from the serving network node.

    • A network sends an indication of discontinuous reception period (ldle_Mode_DRX_Period) and an indication of number of paging groups (Paging_Group_Count). Paging occasions for a user equipment are determined by a predetermined formula. One exemplary formula is SFN mod IDLE_Mode_DRX_Period = (IDLE_Mode_DRX_Period div Paging_Group__Count) * (ID) mod (Paging_Group_Count); where SFN is system frame number and ID is the identifier of the user equipment, which can be IMSI or some value derived from IMSI. The UE's temporary ID is sent during a determined paging occasion, which maps to a paging channel on which the page is sent. Options for restricting the paging occasion to less than a frame, and for offsetting the paging occasions from that of the above formula are detailed.
