    • A method for improving a quality of a scalable video sequence communicated over an error-prone network (500). The video sequence includes at least one base layer and at least one enhancement layer comprising a number of intercoded macroblocks. the method includes the step of replacing (560) at least one inter-coded macroblock with an intra-coded macroblock in one or more enchancement layers of the video sequence. Replacing selected inter-coded macroblocks with intra-coded macroblocks in one or more enhancement layers provides improved video picture quality in an error-prone communication environment such as mobile or wireless communication systems or non-guaranteed quality of service environments such as the internet. The technique limits propagation of errors within the enhancement layer (s) of the video sequence.

At least one vide receiver (410) receives video images from the video transmitters. The at least one video receiver includes a plurality of frame stores (412, 414, 416) for storing video images from the respective plurality of video transmitters. This provides advantages that: surveillance on band-limited multiplexed channels is much faster, without sacrificing the spatial image resolution of the object (s) of interest; images receovered have better perceptual quality: there is higher spatial resolution for object (s) of interest; there is quick first image display time, and subsequent video frames will be transmitted rapidly. A CCTV system can thus poll multiple video transmitters more quickly.

    • A video communication unit (405) includes a video input (415) for receiving an un-watermarked video or image signal transmission having a number of video or image frames (110, 120, 130, 140), wherein each video or image frame inlcudes a number of bit planes, the video input (415) being operably coupled to a processor (410). The processor (410) splits at least one bit plane (116) from each of at least two video or image frames (205, 210) into a first and second portion. The processor combines (235, 242,232,245) a second portion of the at least one bit plane of a first frame with a first portion of the at least one bit plane of a second frame to apply a watermark bit to the video or image signal transmission. A video communication system and methods of detecting a tampered area and visually labelling the tampered area are described. This enables fraudulent tampering of images and video to be detected, and the location of such tampering to be revealed to users of the material.
