    • A communication system (100) reduces set up time for an inter-technology handoff of a multi-mode mobile station (MS) (102) from a source network (110) and first radio frequency (RF) technology to a target network (120) and second RF technology by pre-establishing, prior to a handoff determination, a registration state and an authentication of the MS in association with the target network and second RF technology. In order to pre-establish the registration state and authentication, the MS exchanges messaging of the second RF technology with the second network via the source network and first RF technology. To facilitate the exchange, the MS includes shims (536, 540, 544) in a second protocol stack (530) associated with the second technology, which shims intercept second protocol stack signaling and redirect the intercepted signaling to a first protocol stack (510) of the MS, associated with the first technology, for tunneling to the source network.

    • A method (10) of establishing an alternate HRPD signaling link between an HRPD access network and an access terminal over a non-HRPD access is disclosed. It includes: providing (12) a signal forwarding function (SFF) (22) between an access terminal (AT) (24) and a high rate packet data (HRPD) access network (AN) (26); establishing (14) a data tunnel (28) between the access terminal (24) and the SFF (22); exchanging (16) HRPD signaling messages and HRPD data via the data tunnel (28); identifying (18) the HRPD access network (26) and the access terminal (24) over non-HRPD access by the SFF (22), by reading a header with certain identifiers and mapping the header to an address of the access terminal or network; and forwarding (20) the HRPD signaling messages and the HRPD data that arrive at the SFF (22) from the access terminal (24) and the HRPD access network (26) to the HRPD access network (26) and the access terminal (24), respectively. The method (10) performs an initiation and session establishment procedure, minimizes the time, disruption and packet loss during handoff to a HRPD access network and enables seamless mobility.

    • In a heterogeneous network handover situation, a mobile terminal (110) is initially in wireless communication with a source network (130). The mobile terminal transmits, to a target network (170), a target network overhead update request message (315, 325) containing location information of the mobile terminal and receives, from the target network, a target network overhead update response message (317, 327) containing overhead message information for the target network and optionally other information such as handover willingness, network loading, and QoS availability. The update request and update response messages can be tunneled from the mobile terminal through the source network and the core network to the target network, rather than the messages being sent over-the-air from the target network to the mobile terminal.
