    • Method and apparatus for converting electromagnetic surface waves from TE mode to TM mode and visa versa. Included is a dielectric surface having an anisotropic impedance tensor obtained by a plurality of electrically conductive unit cells disposed on the dielectric surface and arranged in a 2-dimensional array. A majority of the unit cells are divided into a least 2 portions. At least one gap separates the at least 2 portions from each other into 2 or more patches or plates. The array of unit cells has surface wave input and output ends; gaps in the unit cells disposed closest to the input end have a 1st orientation and gaps disposed closest to the output end have a 2 nd orientation different than the 1 st . The electromagnetic surface waves have a frequency greater than a TE cutoff frequency determined by a second solution of Maxwell's equations for said dielectric surface.
