The dispenser is characterized in that the cutting device (24, 32) comprises at least two cutting knives (24) with cutting blades (26), which cutting blades (26) are operable between an active, extended position projecting beyond the outer circumferential surface of the cutting drum (20), and an inactive retracted position; wherein each cutting knife (24) is provided with a cam follower (44) engaging a stationary cam path (46) of a camming mechanism (40).
