    • The present invention relates to a method for increasing video compression efficiency in a video encoder that uses conversion in a block unit. The invention provides a compressive encoding apparatus and method which can increase compression efficiency without influencing the picture equality by reducing data to be compressed. Thus, the method comprises the steps of: configuring a filter which importantly sets DC data and filter coefficients around the DC data by considering that data conversion sensitively works on the eyes of a person when closer to a low frequency and insensitively works on the eyes of a person when closer to a high frequency, if data is converted into frequency components during the data conversion; calculating a cost which is necessary for removing the compressed and encoded data relative to a conversion block that has passed through conversion and quantization by using the filter; determining the data removal relative to a set basic block by using reference values which are set for the calculated cost; and determining the data removal relative to a macro block in which the corresponding basic block is included, thereby removing data for the determined block.
