    • Systems and methods are described for providing mobile applications at a predetermined data rate. In an embodiment, a request for a campaign is received, the request including an application title, an access endpoint, a campaign duration, and a list of a plurality of communication network operators. In response to receiving the request for the campaign, a special rating request is sent to each communications network operator on the list. The special rating request requests that a predetermined data rate be applied to data associated with the access endpoint for the campaign period. The data associated with the access endpoint is made available at the predetermined data rate on a communications network. Furthermore, advertising may be provided that communicates that the application is available for download and for use on the communications network at the predetermined data rate.

    • Mobile devices typically have some form of audio capabilities designed to be operated by the device's user, for example to place phone calls; however, if a device is misplaced or stolen, the user may wish to operate those audio capabilities remotely. Techniques are provided for determining when an audio transmission should be established between a device and one or more clients, and sending a command to initiate the audio transmission. The determination may be based on receiving a request from a client, detecting at a server that the device is lost or stolen, or detecting at the device that the device is missing. The audio transmission may be established without user intervention at the device or in response to user action at the portable electronic device. Device settings such as audio settings at the device may be overridden in connection with the audio transmission.

    • The present invention relates to a gelatinous moisturizing substrate such as that described in U.S. Pat. No. 4,865,640 for controllably delivering water, gas micro-nutrients, plant growth additives, preservatives, and surfactants to plant tissue such as the entire vertical root system of a plant. The preferred embodiment of the present invention comprises a mixture of the following by percent weight: 97.6% water, 2.0% sodium carboxymethylcellulose, 0.15% aluminum sulfate, 0.04% sodium benzoate, 0.04% potassium sorbate, 0.237% zinc acetate, 0.00009% kinetin, 0.00004% indole-3-butyric acid, 0.00003% gibberellic acid, and 0.005% sodium sesquicarbonate. The concentrations of these nutrients disclosed in this invention maintain the substrate's viscosity. As a result, the moisturizing agent retains water, zinc, acetic acid, auxins, gibberellins, and cytokinins in the gel and releases the water and nutrients into the soil surface at a controlled rate, enabling cell growth, formation of new leaves, vigorous shoot growth, even maturity, and improved stress tolerance. The addition of citric acid and sodium bicarbonate to the dry ingredients of the present invention adds another method of creating a cross linked gel from a dry form.

    • A method of detecting a changed condition within a geographical space from a moving vehicle. Images of that geographic space are memorialized in conjunction with GPS coordinates together with its GPS coordinates. The same geographic space is traversed from the moving vehicle while accessing the route's GPS coordinates. The memorialized images are played back by coordinating the GPS data on a memorialized images with that of the traversed geographic space such that the memorialized images are viewed simultaneously with the geographic space being traversed. An observer traveling within the moving vehicle can compare the memorialized images with those being traversed in order tq, identify changed conditions.
