The lifecycle of the HA-RK in the system is longer than the MSK's. In the process of EAP, if the remaining life time of the old HA-RK is shorter than, or equal to the lifecycle of the MSK, then the new HA-RK is sent, else the new HA-RK isn't sent. If there are both the new and old HA-RKs available at the same time in the network side entity, then either the old HA-RK is used until its lifecycle ends, and the new HA-RK is started to use, or the new and old HA-RKs are used at the same time, the SPI is used to distinguish.
