The centralized server preferably links to internet service provider points of presence (POP's) through guaranteed quality of service circuits. In various embodiments of the system and method, the centalized server: provides files to internet users through the guaranteed quality of service virtual circuits to their POP's; may further regulate the rate at which the data is pushed to provide a requested degree of saturation of the users' last mile connections to their POP's; and various other embodiments enhance the providing of e-mail attachements,video conference data, remote cache for mulitple POP's, etc. Other aspects pertain to servers, POP systems and user systems used with the above.
