    • A base station of a mobile communication system includes a scheduler that generates uplink grant information indicating that uplink radio resources are allocated to less than or equal to a first multiplexing number of units of user equipment, a transmitter that transmits a control signal including the uplink grant information to the user equipment, and a receiver that receives an uplink signal which is transmitted by the user equipment.
