    • A radio receiving apparatus and a radio receiving method wherein synchronization is established at a high speed with high reliability. An IR receiver (100) includes a synchronization establishing unit (120), which comprises a correlator (154) that correlates a received pulse signal with a first pulse template; a first synchronization control means including a threshold value determining part (156) that determines, based on a result of that correlation, whether a first synchronization (coarse synchronization) is established and that shifts the correlation timing between the received pulse signal and the first pulse template when the first synchronization has not been established; a correlator (162) that correlates the correlation result of the first correlating means with a second shorter pulse template after establishment of the first synchronization; and a second synchronization control means including a threshold value determining part (164) that determines, based on a result of this correlation, whether a second synchronization (fine synchronization) is established and that shifts the correlation timing between the correlation result of the correlator (154) and the second pulse template when the second synchronization has not been established and that outputs timing information of establishment of the second synchronization when the second synchronization is established.
