An initiating condition for initiating the measurement of a Closed Subscriber Group (CSG) cell and/or a Hybrid cell is preset by the network side. The method includes the following steps: when a user equipment (UE) reports the PHR in a scenario where a physical uplink control channel (PUCCH) and a physical uplink shared channel (PUSCH) can be transmitted concurrently, if no PUSCH is transmitted over the Uplink Primary Component Carrier (UL PCC) configured by an eNB for the UE, then a virtual type1 PH and/or a virtual type2 PH corresponding to the UL PCC are reported; if a PUSCH rather than a PUCCH is transmitted over the UL PCC configured by the eNB for the UE, then the type1 PH corresponding to the UL PCC is reported or the virtual type2 PH and the type1 PH corresponding to the UL PCC are reported. User equipment is also disclosed.

The above technical solution enables the terminal to perform cell reselection quickly in a determined manner, and enables configuration of network parameters to achieve the intended purpose.

摘要： The present invention discloses a method and a system for controlling network access during HNB handover. The method comprises the following steps: a core network acquires target HNB information to determine whether to allow access of User Equipment (UE) and sends the target HNB information to an HNB GW to which the target HNB belongs if the access of the UE is allowed and the target HNB is connected with the core network via the HNB GW, and the HNB GW determines whether to allow the access of the UE according to the received target HNB information. The present invention can prevent the occurrence of illegal accesses and improve the security of network access.

With a modified reselection policy, the present invention can implement effective reselection, significantly improve the signal quality of the user terminal, and solve the problem that the priorities of CSG cells cannot be guaranteed to be the same when a user terminal carries out reselection based on the priority-based reselection method by assigning the frequencies of the accessible CSG cells with the same priority.
