    • Various methods for managing carrier measurements are provided. One example method includes capturing a secondary carrier intra-frequency measurement for a secondary carrier frequency and determining that the secondary carrier measurement satisfies secondary carrier event criteria. The secondary carrier event criteria may be derived from an anchor carrier measurement parameter. The example method may also include generating a measurement report in response to the captured secondary carrier intra-frequency measurement satisfying the secondary carrier event criteria. The measurement report message may include an event identifier associated with the satisfied event criteria. Similar and related example methods and example apparatuses are also provided.

    • A method, apparatus and computer program product are provided to determine if a measurement event is satisfied by one or more detected cells and to correspondingly advise the network to facilitate consideration of whether a handover or cell reselection procedure is desired. The network may, in turn, determine whether the detected cell(s) that satisfied the measurement event are appropriate to be considered in conjunction with a handover or cell reselection procedure, such as by being in the same public land mobile network (PLMN) as opposed to being in a different PLMN and/or cells that are barred or reserved for operator use. Thus, the network may take advantage of opportunities for handover or cell reselection offered by a detected cell, while still insuring that handover or cell reselection procedures remain limited to cells that are appropriate.

    • A method, apparatus and computer program product are provided in order to trigger a reselection of a serving cell in an instance in which a mobile terminal may be creating neighbor cell interference. Based upon received reselection data, the mobile terminal may release and/or suspend a network resource, such as an enhanced dedicated channel in order to trigger a reselection of a new serving cell. In this regard, a method is provided that includes determining the presence of a reselection condition based on reselection data. In an instance in which the presence of the reselection condition is determined, the method includes causing a network resource to be modified. The method also includes causing a reselection of a serving cell.

    • A network/base station broadcasts an indication to direct a user equipment how to prioritize information for inclusion in an uplink message to be sent on a random access channel RACH. By example one value of the indication directs a user equipment UE to prioritize inter-frequency over intra-frequency neighbor cell measurements for inclusion in the uplink message; and another value (or absence) of the indication directs a UE to prioritize intra-frequency over inter-frequency neighbor cell measurements for inclusion in the uplink message. A UE receiving the broadcast indication constructs the uplink message which includes information that is prioritized in accordance with the indication so as not to exceed a maximum message size. There are also embodiments with second and/or further/third indications in the broadcast system information for more efficiently utilizing the available space in the RACH message, which by example is an RRC Connection Request message in which UE capability information may be prioritized higher or lower than the measurement information.
