The PLP data is received by a receiving apparatus that is indicated by a flag of the PLP and is not received by another receiving apparatus, the receiving apparatuses being included in a plurality of receiving apparatuses classified under a plurality of states. The generated signaling information includes, as the transmission parameter for each of the PLPs, the flag of the PLP.
