摘要： The MPEG4 is expanded to permit the use of the 4:2:2 format and the 4:4:4 format. To this end, there is provided an encoder adapted for encoding a picture in terms of a macro-block made up of a block of luminance Y and a block of chrominance Cr, Cb. The encoder includes a VOP encoding unit 3 for encoding the picture as reading of a flag (cbpc) specifying the state of encoding of the chrominance block and a flag (cbpcb, cbpcr) specifying the state of encoding of the chrominance block associated with the types of the chrominance Cb, Cr is adaptively changed responsive to a flag (chroma_type) representing the chrominance format of the picture and to the flag (cbpc) specifying the state of encoding of the chrominance block.

When the macroblock to be processed is subjected to frame-based encoding, a frame-based context model, specified in the current H.26L standard, is applied. On the other hand, when the macroblock to be processed is subjected to field-based encoding, a field-based context model is applied for the syntax elements described below. The present invention is applied to an encoder for encoding image information and a decoder for decoding image information.

The method includes receiving the bit stream and a weight parameter that is added to a luma quantization parameter by an addition operation. The method also includes decoding, in a decoding unit in the image decoding apparatus, the bit stream and generating a chroma component of quantized coefficients. In addition, the method includes performing, in a dequantization unit in the image decoding apparatus, dequantization on the chroma component of quantized coefficients using the chroma quantization parameter calculated on the basis of a luma quantization parameter weighted by the weight parameter.

A picture sorting buffer delivers information of picture type of frame Picture_type to a picture type discrimination unit. The picture type discrimination unit transmits command to a motion prediction/compensation unit on the basis of that information. The motion prediction/compensation unit generates predictive picture by using filter coefficients having the number of taps lesser than that of P picture with respect to B picture for which operation quantity and the number of memory accesses are required to more degree as compared to P picture on the basis of that command.
