    • A technology is disclosed that provides a handover preprocessing system and the like, the handover preprocessing system capable of eliminating waste of resources used as a result of notification being reissued of a CSG cell for which access is not granted. According to the technology, the handover preprocessing system is configured by: a base station 100 that is an object for connection of a mobile terminal 300, provides a plurality of cells indicating a range accessible by the mobile terminal, and transmits, to the mobile terminal, notification information including frequency information of each cell; the mobile terminal that verifies access permission for the cells based on the notification information received from the base station and, when access permission is not granted, generates a first message including frequency information corresponding to the cell for which access permission is not granted and transmits the first message to a connecting base station 200 to which the mobile terminal itself is currently connected; and the connecting base station that transmits, to the mobile terminal, a second message including a command giving an instruction to select a frequency other than a frequency specified by the frequency information included in the first message, based on the first message received from the mobile terminal.

    • A communication terminal includes: a notification information acquiring section which acquires notification information containing information related to all frequencies allocated to cells provided by a base station that provides access-restricted cells; a frequency information storing section which stores cell information containing information contained in the notification information; a frequency selecting section which selects one arbitrary frequency from a plurality of frequencies provided by an access-restricted base station to be accessible in a past when detecting that the communication terminal approximates to a cell of the access-restricted base station to be accessible in the past, based on the notification information and the cell information; and a transmitting section which transmits the proximity indication message containing the frequency selected by the frequency selecting section, to the base station that provides the currently connected cell.

    • A wireless communication system comprises an MME (70) which generates a white list in which CSG cells being accessible by a UE (10) are enumerated, an HeNB gateway (50) which decides based on the white list whether or not access is possible, and a home base station (30) (80) of the CSG cell. The UE (10) comprises a manual selection executing unit which accepts manual selection of a CSG cell, and requests the Mobility Management Entity to add the CSG cell to the white list; and a measurement report message generating unit which generates the Measurement report message attached with information indicating that the white list is being updated, if the CSG cell which has been accepted by manual selection is comprised in CSG cells to be included in the Measurement report message, and the selected CSG cell is not included in the white list stored in a white list storing unit. Thereby, there is provided a wireless communication system which can perform handover in which a manual selection process is appropriately reflected.
