The personal communication service distributed control system includes a plurality of hardware resources. Each of the service control apparatuses includes a plurality of service control program sections, a resource control program section, and a directory control program section. The directory control program section includes a section for referring to a distributed directory in order to perform retrieval for a transfer destination and routing for a control signal simultaneously.

A resource managing server receives a resource request corresponding to the resource of the individual server, calculates the access right to the corresponding resource based on the resource request and the result of the authentication checking, and relays the calculated access right and the resource request to the individual server. Upon receipt of the access right and the resource request, the individual server transmits the resource as a mobile code. An external stimulus input unit outputs an external stimulus to the neurons in the neural network in response to a present state of the integrated network, such as a packet delay time and a packet loss ratio for respective links, and a condition required by the media such as an allowable packet loss ratio. Therefore, the packet is output in an optimum direction which is adaptive to the present state of the integrated network and which satisfies a condition required by the media.
