    • A mobile communications system is disclosed. The mobile communications system includes a unit which is provided at an upper-layer node apparatus and which obtains location information of a base station apparatus and one or more mobile station apparatuses; a unit which is provided at the upper-layer node apparatus and which checks whether the mobile station apparatus is authorized to connect to the base station apparatus; a unit which is provided at the upper-layer node apparatus and which calculates a proximity of the base station apparatus and the mobile station apparatus based on the location information of the base station apparatus and the mobile station apparatus; and a unit which is provided at the upper-layer node apparatus and which moves the base station apparatus to a service status when the base station apparatus and the mobile station apparatus are in proximity and moves the base station apparatus to a radio unit stop status when all the mobile station apparatuses are not in proximity with the base station apparatus.
