    • A mobile station according to the present invention includes: a radio quality measurement unit 121a configured to obtain radio quality data that indicates a radio quality of a communication link between the mobile station and a base station; a handover measurement unit 161a configured to measure a communication status of a neighbour cell, when the radio quality data satisfies a predetermined condition; and a transmitter unit 181 configured to transmit, to a radio access network apparatus, based on a measurement result of the communication status, a command or the measurement result of the communication status, the command for instructing the radio access network apparatus to change a connection of a cell from a first cell to which the mobile station is currently connected, to a second cell different from the first cell.

    • An access gateway device is disclosed that is used in a mobile communication system and that is capable of storing an identifier of a tracking area in which a mobile station in communication is located. The access gateway device includes a table unit storing a table having a corresponding relationships between a tracking area and a base station managing a cell included in the tracking area; a tracking area identifier comparison unit referring to the table at a predetermined timing, detecting the identifier of the tracking area in which the mobile station is located, and comparing the detected identifier of the tracking area with the stored identifier; and a tracking area identifier notification unit notifying the mobile station of the detected identifier of the tracking area when the detected identifier of the tracking area is different from the stored identifier based on a result of the comparison.

The transmission timing decision unit decides a transmission radio frame according to an offset Xk from a transmission timing of a first system information SI-1 and a transmission cycle Tk for other system information k and decides a transmission sub-frame in a decided transmission radio frame according to scheduling information contained in the first system information SI-1. The system information transmission unit transmits other system information k in the decided transmission sub-frame. The offset Xk is defined so as to be different for each transmission cycle Tk.

    • In a procedure for a mobile station (UE) to perform handover from a cell under the control of a radio base station (NB) of an UTRAN scheme to a cell under the control of a radio base station (eNB) of an E-UTRA scheme, a switching center (MME) of the E-UTRA scheme receives, from and the radio base station (eNB) of the E-UTRA scheme, a handover request acknowledge message including a transparent container including a security algorithm of an AS used in a communication between the mobile station (UE) and the radio base station (eNB) of the E-UTRA scheme; and the switching center (MME) of the E-UTRA scheme transmits, to a switching center (SGSN) of the UTRA scheme, a NAS PDU including the transparent container, a security algorithm of a NAS and a security processing parameter of the NAS.
