    • An image coding apparatus includes a coding unit which generates coded data on a block basis, by coding the input image; a switching unit which selects and outputs either the coded data or uncompressed image data corresponding to the coded data; and a judging unit which judges, on a block basis, whether the code amount of the coded data is larger than a predetermined threshold. A control unit changes, to a predetermined specified coding type, the coding type of a first block and the coding type of a second block when the code amount of coded data generated by coding the first block is judged to be larger than the threshold, and the switching unit outputs the uncompressed image data corresponding to the coded data when the coding type of the coded data is the specified coding type.

    • A motion vector estimating device estimating a motion vector having high accuracy is provided. An eliminating unit eliminates each of pictures in a set of input pictures for each picture. A picture reducing unit reduces left pictures after the elimination, and generates reduced pictures. An overall motion vector estimating unit reads the reduced pictures, stored in the frame memory, as either reduced inputted pictures or reduced reference pictures, and estimates an overall motion vector between reduced pictures. Based on the overall motion vector estimated between the reduced pictures, a correction motion vector calculating unit calculates a motion vector between two reduced pictures as a correction motion vector. The correction motion vector calculating unit calculates the motion vector in the order of the inputted pictures in a pre-eliminated set of input pictures. A coding unit estimates the motion vector for each macroblock, using a determined search range, and performs cording processing.

    • An orthogonal transform apparatus has: orthogonal transform circuit for performing n-dimensional s-order (n and s are natural numbers) orthogonal transform, modified-information control circuit for performing control in accordance with modified information for outputting n-dimensional m-order data as n-dimensional p-order data (m and p are natural numbers), and rearrangement circuit for performing the following in accordance with the control by said modified-information control circuit: (1) m-p data values from the high-order side out of m-order input data values are set to 0 when m is equal to s and m is larger than p, p-m data values are added to the high-order side among m-order input data values to rearrange the data values when m is smaller than p, or data values are left as they are when m is equal to p; (2) the data values in said Item (1) are rearranged after discarding m-s data values from the high-order side of said m-order input data values before rearranging the data values in said Item (1) when m is larger than s; and (3) the data values in said Item (1) are rearranged after adding s-m 0 data values to the high-order side of said m-order input data values before rearranging the data values in said Item (1) when m is smaller than s; wherein said orthogonal transform circuit performs orthogonal transform for the n-dimensional s-order data values rearranged by said rearrangement circuit.
