    • In a cellular system, each mobile station concurrently linked to plural link base stations in soft handover state and receiving packet from the packet-transmitting base station controls a transmission power of an up-link dedicated physical channel based on a first transmission power control information included in down-link dedicated physical channels of the link base stations. In other state, the mobile station controls the transmission power based on a second transmission power control information included in a down-link dedicated physical channel of the packet-transmitting base station. This accelerates the power increase up to a target power level causing that the measured signal-to-interference-ratio at the packet-transmitting base station reaches a target signal-to-interference-ratio, thereby improving receiving quality of control signal from the mobile station at the packet-transmitting base station.

    • When performing base station selection type transmission power control, transmission of the dedicated physical control channel signal by non-transmitting base stations is halted while minimizing the impact on uplink transmission power control. This decreases downlink interference and increases downlink channel capacity. At a base station, reception quality measuring unit 506 compares the measured uplink reception quality with a target quality, forms a TPC signal on the basis of the results of this comparison, and communicates the contents of this TPC signal to transmission power controller 507. When the base station in question is a non-transmitting base station, transmission power controller 507 transmits the dedicated physical control channel signal only if the contents of the communicated TPC signal instruct a decrease, and otherwise halts transmission of the dedicated physical control channel signal.

    • Pluralities of state update frames are defined. The base station is configured to transmit a state update data to instruct the mobile station to be set to either an active state or a suspended state, in the state update frames. The base station is configured to transmit a packet only to the mobile station that has been set to the active state by the state update data. The base station notifies the mobile station of a packet transmission by transmitting a control data including a data necessary to receive the packet, earlier than the packet transmission by a predetermined time. The mobile station is configured to receive the control data and the packet when being set to the active state, and is configured to not receive the control data and the packet when being set to the suspended state.
