    • A fuel cap 20 includes a casing 21, a handle 22 mounted on an upper portion of the casing 21 composed of a non-conductive resin material, and grounding mechanism composed of a conductive material. The grounding mechanism includes a contact member 31 that is attached to the handle 22 and is arranged at a position to be in contact with the handle 22 when the handle 22 is held with fingers, and a tether 34 that is linked with the contact member 31 and is used for connection with a fueling lid 12. When the user grasps an operating portion 23a of the handle 22, the user touches arches 31a, 31a of the contact member 31 and the static electricity accumulated in the user is grounded through the tether 34. The fuel cap 20 of this simple structure does not require the high accuracy of dimensions to form the grounding means and attains the sufficient shock resistance.

    • A tether mechanism includes a rotating ring rotatably supported in a ring attachment portion formed along the outside edge of a fuel cap, a storage portion formed on the outside portion of the rotating ring, and a linkage member extendably and retractably portion disposed in the storage portion. The linkage member includes a stored portion integrally formed at one end of a linkage member body of elongated cord shape, and having a stretchable and contractable spring, and is extendable from and retractable into a storage bay by elastic deformation of the spring through force applied to the linkage member body in the lengthwise direction.

    • A winch over-winding prevention apparatus includes: a winch drum that is driven for up/down hoist in response to a command issued through an operating lever; a stop switch that is activated when a suspended object raised or lowered as a hoisting cable wound around the winch drum is further taken up or fed out is hoisted up to a predetermined stop position; and a stop device that stops drive of the winch drum when the stop switch is activated, and further includes: a speed detection device that detects a hoist speed of the suspended object; a speed reduction device that reduces a drive speed of the winch drum once the suspended object reaches a predetermined speed reduction start position; and a speed reduction control device that calculates a deceleration rate of the winch drum in correspondence to the hoist speed of the suspended object detected by the speed detection device and controls drive of the speed reduction device in response to a speed reduction command corresponding to the deceleration rate.
