    • A wireless communication system that implements cell reselections selects a timing of a cell reselection in association with a mobile station (MS) by transferring, by a layer at least as high as Layer 3 to a cell reselection decision function residing in a layer lower than Layer 3, information indicating whether a present time is a more favorable time or a less favorable time for a cell reselection and initiating, by the cell reselection decision function, a cell reselection at a time based on the information received from the layer at least as high as Layer 3. In another embodiment of the invention, the transferred information may instead, or in addition, indicate a future time at which to perform a cell reselection. By selectively timing a cell reselection, an impact of a cell reselection on an application being executed by the MS is minimized.

    • A method includes sending a request to a user indicating options to modify a quality of experience for one or more application flows between a radio network and a mobile node used by the user. The request indicates the user should select one of the following: declining an option to upgrade an existing service to a new service able to support the one or more application flows with a higher quality of experience than supported by the existing service; or accepting an option to upgrade the existing service to the new service. In response to receiving an indication the user selected the option to upgrade the existing service, performing one or more actions to upgrade the existing service to the new service. The option to upgrade the existing service can include an option of receiving advertisements for the new service or paying extra for the new service.

    • A method and system for communicating header compression layer control messages. Header compression control messages are generated by a header compression layer and are sent through at least one link layer data packet by a link transport communications protocol layer to a remote receiver. The link transport communications protocol layer monitors receipt of link layer data packet acknowledgements that are received from the link transport communications protocol layer of the remote receiver for the at least one link layer data packet. The link transport communications protocol layer determines successful transmission of the header compression control message and provides, to the header compression layer, an indication of successful header compression control message transmission.

    • Various embodiments are described to address the need for an apparatus and method that improves link layer handoff by addressing the packet-loss problem existing today. An intermediate buffer management layer (IBML) (201, 211) is introduced below layer 3 of an OSI-based communications interface. The IBML buffers copies of OSI layer 3 packets being transmitted via lower layers (205, 215) of the interface and manages the buffer contents using indications the IBML receives from one or more of the lower layers. When the IBML receives an indication that a link layer hard handoff is proceeding, the IBML transfers the presently buffered packets to a corresponding IBML (202, 212) in the target communications interface. This sub-layer 3 buffer transfer enables the target communications interface to reduce packet-loss associated with the hard handoff.
