    • In a TDMA or CDMA cellular telephone network including a plurality of registration areas, and in instances of mobile station cell re-selection between a cell located in a first registration area and a cell located in a second registration area, the mobile station processes control or pilot channel signal strength measurements in view of both a conventional reselection hysteresis and an additional registration hysteresis. Reselection is performed by the mobile station when the control or pilot channel signal strength measured with respect to the second registration area cell exceeds the control or pilot channel signal strength measured with respect to the first registration area cell by the sum total of both the reselection hysteresis and the registration hysteresis. This makes it more difficult to obtain an inter-registration area cell reselection to the benefit of minimizing the likelihood of incurring unnecessary consumption of valuable cellular air interface and system resources due to mobile station transit back and forth between the two registration areas.

    • A system and method for maintaining control channel mode (CCM) status information for a mobile station in a cellular telecommunications network having a mobile switching center (MSC) and a plurality of base stations and cells. Following reselection of a new cell by the mobile station, or selection of a new analog or digital operating mode, the system notifies the MSC of the mobile station's identity, current CCM, and a base station identification. The MSC stores the CCM information and utilizes it for paging and for delivery of short message service (SMS) messages when the control channel is digital. The MSC also transmits the CCM information to a home location register (HLR) whenever the CCM changes. Upon loss of the CCM status information by the MSC, if an incoming call is received for the mobile station prior to a registration by the mobile station, the system retrieves the assigned CCM status information from the HLR.

    • A system and method for determining a charge rate for a call from a mobile station in a cellular telecommunications network in which a public system operates a macrocell which overlays a microcell operated by a private system. The private system reports whether it is operating normally to a mobile switching center (MSC) in the public system. The MSC sends a charging record to a billing center and includes a private system status indication (PSSI) which indicates whether the private system is operating normally. The charging record also includes an identity of the mobile station (MSID) and an identity of the cell where the call is placed (CELLID). The billing center determines from the MSID whether the mobile station belongs to the private system, determines from the CELLID which cell the call was placed in, and determines from the PSSI whether the private system is operating normally. The call is charged at the preferential rate upon determining that the mobile station belongs to the private system, the call was placed in the public macrocell, and the private system is not operating normally.

    • In a bandwidth-on-demand type communications system, like that provided with a code division multiple access (CDMA) cellular communications system, charging subscribers for calls based on communications length provides an inaccurate measure of communication cost, and further serves to discourage use of the system for data transmission applications. To provide a more accurate cost determination, the amount of bandwidth used by each communication is metered and multiplied by a charging rate. In particular, measurements of the maximum amount of bandwidth used during predetermined time intervals are made during the course of each communication, with the maximum bandwidth measurements being summed to determine an estimate of the total amount of bandwidth used during the communication. The charge for the communication is then determined by multiplying the estimated total bandwidth measurement by a charging rate multiplier.
