The inner shell is positionable within the outer shell in a non-child-resistant first position with the bead on the skirt of the inner shell captured between the beads on the skirt of the outer shell, such that the outer shell is rotatably coupled to the inner shell and the at least one internal thread on the skirt of the inner shell can be threaded onto and off of a container by simple rotation of the outer shell. The inner shell is positionable within the outer shell in a child-resistant second position with the bead on the inner shell skirt spaced from the beads on the outer skirt, such that rotation of the outer shell is imparted to the inner shell by forced engagement of the lugs on the base wall.

The first and second clamps are connected to each other such that the first and second panels form a chamber for enclosing the blister cards. At least one child-resistant latch is on the periphery of the panels for opening one or both panels with respect to the clamps for access to the blister cards. The first and second portions of the compact preferably are of integrally molded plastic construction, either separate from or integrally with each other. The at least one chid-resistant latch preferably includes a first latch at an end of the compact opposite from the clamps and second latches on opposite sides of the compact, preferably requiring simultaneous activation to open the compact. The panels preferably include a guide adjacent to the first latch for aligning the panels as the compact is closed to facilitate interengagement of the latch elements on the panels.

A closure has a base wall, a peripheral skirt with an internal thread and lugs on the internal thread for receipt in the pockets, and a spring element on the base wall for engagement with the container finish to bias the closure away from the container finish and resiliently urge the lugs into the pockets. A liner is urged by the spring element into engagement with the container finish. The liner may include a base with metal and plastic layers for induction-welded sealing engagement with the finish such that, upon removal of the closure, the metal and plastic layers remain secured to the finish and the liner base is removed with the closure. The metal and plastic layers may be removed by a user for access to the contents of the container, and the liner base continues to serve as a package seal during use of the package.
