    • In addition to the construction of a typical elevator control device in which power generated during regenerative operation is dissipated by a resistance chopper (18), an elevator control device is newly provided with: an electric double layer capacitor (21) connected in parallel with the DC capacitor (3) that smoothes the DC ripple of the rectifier circuit (2) that rectifies the AC power of the AC power source (1) and having an electrostatic capacitance that is considerably larger than this DC capacitor; a voltage detection circuit (22) that detects the terminal voltage of this electric double layer capacitor; and a drive control unit (5) that uses a voltage in the vicinity of the rated voltage of the electric double layer capacitor as the operating voltage of resistance chopper and, when the terminal voltage detected by a voltage detection circuit reaches the voltage in the vicinity of the rated voltage of the electric double layer capacitor, operates and controls the resistance chopper.

    • A battery device includes electric cells connected in series, resistors connected to respective electrodes of the electric cells, discharge switches for discharging voltages between the respective electrodes of each of the battery cells via the resistors, and a voltage detection and control circuit. When a detection voltage when the discharge switch is closed and not disconnected is defined as V, a detection voltage when a discharge switch is closed and disconnected is defined as VS, and a detection voltage when a discharge switch is not closed and not disconnected is defined as VE, the voltage detection and control circuit arranges a relationship between a disconnect determination voltage VSL and a discharge malfunction determination voltage VSH so as to be VE>VSH>V>VSL>V. The battery device includes a method of making a malfunction detection signal for determining the battery device as a malfunction when at least one of voltages of the electric cells detected when closing the discharge switch is determined to be the discharge malfunction determination voltage VSH or more, or the disconnect determination voltage VSL or less.

    • A battery system includes a battery unit in which battery arms are connected in parallel, and a charge/discharge control device that controls charge/discharge of the battery unit. Each of the battery arms includes: a battery composed of one or more battery cells connected in series; a switch connected in series to the battery; and a battery monitoring device that, in a case of having detected abnormality of the battery, opens the switch to thereby isolate the battery arm including the abnormal battery, and sends a switch opening signal indicating that the switch has been opened to the charge/discharge control device. The charge/discharge control device performs a control to reduce a charge/discharge current or charge/discharge power of the battery unit when the switch opening signal is sent from the battery monitoring device of the battery unit to the charge/discharge control device.
