    • It is an object of the invention to efficiently transmit a video signal including a luminance signal and a chrominance signal. The invention includes a first processor to extract the input luminance signal every first block which is constructed by a plurality of pixels, a second processor to extract the inputted chrominance signal every second block which is constructed by a plurality of pixels, and an encoder for encoding a predetermined macro block including the first and second blocks as a unit. Another object of the invention is to provide a movement compensating method whereby a circuit scale, a calculating time, and costs, in case of executing the movement compensation, can be reduced by using the correlation between the luminance signal and the chrominance signal. To accomplish the above object, there is provided a method of performing a movement compensation between the frames or fields, whereby a movement vector of the luminance signal is detected and the movement compensation of the luminance signal and the chrominance signal is executed on the basis of the movement vector.

    • In an image forming apparatus in which scanning of a laser beam modulated by an image signal is performed, and a laser is forced to be turned on in a non-image period in line scanning of the laser beam, an interrupt request is issued to a microcomputer in response to a forced turn-on signal. In a routine that is called in response to the interrupt request, the level of the forced turn-on signal is checked. If no forced turn-on signal is generated, then acquisition of a detected laser beam intensity signal is inhibited. This ensures that the acquisition of the laser beam intensity signal is performed only when the laser is in a normal turn-on state. If a forced turn-on signal is generated, the laser beam intensity signal is acquired, and the laser beam intensity is adjusted according to the acquired value of the laser beam intensity signal. The acquisition of the detected laser beam intensity signal is performed a plurality of times (four times, for example), and the average of the acquired values is calculated thereby producing a normalized detected laser beam intensity for use in the laser beam intensity control. Furthermore, in the above-described routine, after the completion of measuring elapse of a predetermined time, the acquisition of the laser beam intensity signal is performed.

    • While the electric power source is turned on, capacitor 1 is charged to a voltage EO by a direct current constant voltage supplier through transistor 4. When the electric power is disconnected, transistor 4 is switched off to discharge capacitor 1 through resistor R1. When the power source is turned on, the voltage of capacitor 1 is read by A/D converter to be produced and stored in CPU 12 memory. Then transistor 4 is switched on to charge capacitor 1 to the voltage EO. Then transistor 4 is switched off and transistor 5 is switched on to discharge capacitor 1 through resistor R2 and a counter stars. When the voltage of capacitor 1 reduces to the same voltage stored in the memory, transistor 5 is switched off to stop the counter and to obtain the counted value t2. Then transistor 4 is switched on to prepare for the next operation. The time lapse t1 after the power source being turned off is obtained by a formula (R1/R2).times.t2.
