    • This invention provides a mobile base station device which allows tamper resistance to be adequately secured even when the housing is opened illicitly. In a mobile base station device 1, when a housing 2 is opened illicitly, a user ID or similar is transmitted to a service management server 20, and the user attempting an illicit operation is identified. By registering the identified user on a blacklist, subsequent use of the mobile base station device 1 by this user can be prohibited. Also, in the mobile base station device 1, together with transmission of the user ID, a communication control program 7 is deleted from a communication control module 6, so that the interior of the housing 2 is rendered a “black box”, and modification and illicit use of the communication control program can be deterred. As a result, even when the housing 2 of the mobile base station device 1 is opened illicitly, tamper resistance can be adequately secured.

    • Management server 16 may obtain application programs from content server 20 in response to requests of mobile terminal 11. Management server 16 may transmit the obtained application programs to mobile terminal 11 with information concerning reliabilities of the application programs. After mobile terminal 11 receives the application programs from management server 16, mobile terminal 11 manages operations of the application programs. Operations of the application programs are coordinated with operations of other programs using the information concerning the reliabilities corresponding to the application programs. Management of the coordinated operations of the application programs avoids problems concerning information security, where valuable information may be distributed unexpectedly because of operations of low reliable application programs. As a result, convenience of users of mobile terminals 11 can be improved without deteriorating the information security of mobile terminals 11.

    • A user identification module (UIM) 12 having a plurality of storage areas that may be built into or mounted in a mobile terminal 11. A contents server 19, upon receipt of a distribution request from the mobile terminal 11, may distribute a program or data used at the time of program execution through a network including a radio network. The program may be encrypted twice by the contents server 19. During distribution, the program may be decrypted a first time by a distribution management server 16. The program may be decrypted a second time by the UIM 12. The decrypted program and the data may be stored in one of a plurality of separate and independently operated memory blocks of the UIM 12 and not through the control unit of the mobile terminal 11. The program may be enabled for execution by the UIM 12 at the direction of the distribution management server 16.
