    • A method for selecting a cell in a wireless communication system includes performing a cell selection process in a mobile terminal, which includes receiving, in the mobile terminal, information from each of at least one cell, each information including a preference value, where each preference value indicates a congestion level of a corresponding one of the at least one cell, and selecting, in the mobile terminal, one of the at least one cell according to the received preference value. The method for selecting a cell a wireless communication system further includes attempting, by the mobile terminal, to connect with the selected cell by performing a random access procedure with the selected cell.

    • A method for transmitting data includes receiving at a first relay station first data from a parent station during a downlink period comprising a plurality of downlink zones. A network coding zone is one of the plurality of downlink zones and is located at an end of the downlink period, and the first data is received in at least one of the plurality of downlink zones other than the network coding zone. The method further includes receiving at the first relay station from a child station, second data during an uplink zone, and transmitting third data by the first relay station to the child station, during the network coding zone using a resource. The method further includes transmitting the third data to the parent station, during the network coding zone, using the resource. The third data results from the first data being effectively logically XOR-ed to the second data.

    • A method for determining a proper preamble allocation mode is provided. The method is applicable to a base station communication with a number of human to human UEs and machine to machine UEs. The base station collects information from different types of UEs to figure out arrival rates for human to human type random access attempts and machine to machine type random access attempts. The base station selects one allocation mode out of two different allocation modes. In one mode, random access preambles are dedicatedly allocated to machine to machine type UES. In the other mode, preambles are commonly allocated to different types of UEs. The base station indicates the selected allocation mode by using system information block such as SIB2.

    • In one design, a method to change a network-assigning mechanism and to use a distributed UE-selecting mechanism with the minimum possible information transferred from the network to the UE is proposed. In particular, it provides mechanism to define a lower bound and an upper bound for the extended wait time. For instance, the method comprises transmitting a RRC connection request message to a network, wherein an establishment cause of the RRC connection request message is set to be delay tolerant or low priority; receiving information associated with a first wait time included in an RRC connection reject/release message from the network; and performing a radio access to the network with a delay which is determined based on a lower bound of the first wait time and a upper bound of the first wait time.
