摘要： When receiving a use request of information from an information use device (3), an information selection unit (31) selects information to be transmitted to the information use device (3). The information selection unit (31) selects information based on provision side information stored in a provider contract DB (13) and use side information stored in a user contract DB (14). A communication unit (12) transmits the information selected by the information selection unit (31) to the information use device (3). Further, an evaluation value calculation unit (33), for each piece of the information provided from the information provision device (2), calculates an evaluation value based on transmission performance that the communication unit (12) has transmitted the information to the information use device (3).
