The method may comprise: obtaining data associated with one or more capacity attributes and one or more key performance indicators (KPIs) associated with a network, calculating network level values for the one or more KPIs from the obtained data, generating performance data graphs by plotting a first of the one or more KPIs against a second of the one or more KPIs, analyzing the one or more performance data graphs to determine at least one alarm threshold, and monitoring the one or more capacity attributes to determine if any of the at least one alarm thresholds has been triggered.

In one aspect, the RAN broadcasts an indicator that it accepts traffic volume measurements (TVM) from access terminals (ATs) and an associated TVM threshold. An AT measures its traffic volume before requesting a connection with the RAN. If the traffic volume is above the threshold, AT transmits to the RAN a connection request containing a TVM indicator that the measured traffic volume from the AT is above the threshold. If the traffic volume is below the threshold, AT transmits to the RAN a connection request containing a TVM indicator that the traffic volume is below the threshold.

Wireless network devices send a channel release message at the end of an active call. The channel release message can include a cell selection instruction directing the access terminal to connect to a target cell upon channel release. 摘要： In an embodiment, a user equipment (UE) determines that a client application has entered a period of transmission inactivity whereby the UE will not be required to transmit data on behalf of the client application. The UE selectively transmits a transmission inactivity notification to an access network (AN) to notify the AN of the transmission inactivity period. The AN receives the transmission inactivity notification and determines to transition the UE from a first state to a second state based at least in part on the received transmission inactivity notification, the second state associated with lower-power consumption of the UE than the first state. The AN sends instructions to the UE to facilitate the transition of the UE from the first state to the second state. In another embodiment, the AN can send instructions to the UE to prohibit the UE from sending transmission inactivity notifications.
