    • A phase locked loop (10) comprising: a tuneable oscillator (12); a mixer-based phase sensitive detector (18) to receive input signals from the tuneable oscillator (12) and a reference signal (20); a cycle slip detector (26) to receive input signals from the tuneable oscillator (12) and the reference signal (20), the cycle slip detector (26) being configured to generate an output signal when two consecutive pulses are present in one of its input signals without an intervening pulse in the other of its input signals; coarse tune signal means (32, 34) to receive the output signal generated by the cycle slip detector; and adding means (24) for adding a signal output by the coarse signal means (32, 34) to a signal output by the phase sensitive detector (18) to control the frequency of the tuneable oscillator (12).

    • A method and system for remotely controlling access to a value unit. The system includes a central control means which includes control data relating to the control of access to one or more value units by associated access controllers. The system includes remote communication means between the central control means and operator control units, and between those units and access controllers. The control data includes an identity structure for the access controller that defines its permissible behaviour, and access control data defining operator control over the access controller. The access controller remains inaccessible until its identity structure is loaded and implemented. The identity structure may be encrypted so that only the central control means and the access controller can decipher it, thus creating a virtual configuration link between the central control means and the access controller via the operator control unit. The operator control unit only has access to the access control data.

    • A device having at least one dielectric inner core region in which electromagnetic radiation is confined, and at least two dielectric outer regions surrounding the inner core region, each with a distinct refractive index. The outer regions confine electromagnetic radiation within the inner core region. The refractive indices, the number of outer regions, and thickness of the outer regions result in a reflectivity for a planar geometry that is greater than 95% for angles of incidence ranging from 0° to at least 80° for all polarizations for a range of wavelengths of the electromagnetic radiation. In exemplary embodiments, the inner core region is made of a low dielectric material, and the outer regions include alternating layers of low and high dielectric materials. In one aspect of the invention, the device is a waveguide, and in another aspect the device is a microcavity.
