摘要： A system and method for substantially immediate issuance of transaction cards includes at least one unassigned transaction card including a storage medium having a card number encoded thereupon. The system also includes a computing system configured to receive application information from an applicant that has been provided said unassigned transaction card, and to activate the unassigned transaction card so that access to monetary funds is extended to the applicant through said unassigned transaction card, upon an evaluation of said application information indicating that the applicant has been approved for access to the monetary funds. The unassigned transaction card bears no visible marking presenting information concerning the applicant and encodes no information concerning said applicant upon the storage medium of said unassigned transaction card.

Order request information of a product is sequentially transmitted to an affiliated store server and a PG company server, and the product and a relevant affiliated store are verified. A mobile communication company server primarily authenticates the user, and the PG company server generates an OTP. The OTP is transmitted to allow the PG company server to secondarily authenticate the user using the OTP. The affiliated store server requests the PG company server to confirm information about a payment for the product and to information about authentication of the user, and the PG company server confirms payment and authentication information. The affiliated store server requests the PG company server to process payment for the product, the PG company server requests the mobile communication company server to process payment, and the mobile communication company server processes requested payment.

If so, then the sourcing rule and ASL may be used to determine an agreement. If a sourcing rule and ASL do not apply, agreements can be searched to determine an agreement for the target item. Once the agreement is determined, controls are determined from the agreement, where the controls govern the plurality of items of the agreement.
