    • An improved power system control apparatus which reduces power fluctuations and includes an estimated unit for estimating the system impedance and phase difference angle using the generator power transmission terminal voltage, the reactive power and effective power of the system. The invention enables accurate power system impedance estimates in a real-time manner. The invention can be applied to a filter device for removing noise components from an angular velocity signal. The filter device comprises first arithmetic means for calculating changes in phase angle, second arithmetic means for calculating changes in angular velocity, a first integrating for integrating the changes in the phase angle to obtain an estimated phase angle, a second integrator for integrated the changes in angular velocity to obtain an estimated angular velocity and a power stabilizing filter for filtering the estimated angular velocity signal.
