    • According to a picture coding method of the present invention, a coded picture identified by a picture number is stored, as a reference picture, into a storage unit; commands indicating correspondence between picture numbers and reference indices for designating reference pictures and coefficients used for generation of predictive images are generated; a reference picture being used when motion compensation is performed on a current block in a current picture to be coded is designated by a reference index; a predictive image is generated by performing linear prediction on a block being obtained by motion estimation within the designated reference picture, by use of a coefficient corresponding to the reference index; a coded image signal including a coded signal obtained by coding a prediction error being a difference between the current block in the current picture to be coded and the predictive image, the commands, the reference index and the coefficient is outputted. At that time, information indicating the maximum reference index value is coded and included into the coded image signal, and the commands indicating correspondence between at least one picture number and a plurality of reference indices are generated.

    • It is an object of the present invention to provide a video coding method and a video decoding method which allow enhancement of coding efficiency and improvement in video quality. A video coding apparatus (100) includes: a mode determination unit (111) which determines a notification method for notifying a transform block size to be used in orthogonal transform of a current block to be either the implicit mode or the explicit mode, and outputs the ABT mode indicating the determined notification method; an orthogonal transformation unit (104) which transforms the difference values between the input image and predicted image into frequency coefficients based on the transform block size determined in accordance with the determined notification method; a quantization unit (105) which quantizes the frequency coefficients and output the quantized values; and a variable length coding unit (110) which performs variable length coding on the quantized values, the ABT mode, and the like, so as to output a coded stream.

    • The invention provides a coding mode determining apparatus that enables selection of an appropriate coding mode with a smaller processing amount. This coding mode determining apparatus is an apparatus that determines at least one of a plurality of candidate coding modes of an image block. A full-pel prediction step (S41) derives a coding cost of each of the coding modes, based on motion estimation with integer pixel accuracy for small blocks, which are partitions of the image block that are obtained with the division methods of each of the coding modes. A candidate division method selecting step (S42) selects a subset of candidate division methods of a plurality of coding modes, based on the coding costs derived by the full-pel prediction step (S41). A sub-pel prediction step (S43) derives a coding cost of each of the candidate division methods, based on motion estimation with non-integer pixel accuracy for the small blocks obtained with at least a subset of the subset of candidate division methods. A division method determining step (S44) determines a division method of the image block, based on the coding costs derived by the sub-pel prediction step (S43).
