    • This invention addresses a method of whereby a cellular base station can scan the radio band to identify radio channels that are not in use, then claim those un-used radio channels for use to transmit and receive radio signals. A plurality of such radio base station could then comprise a cellular radio network, which channel planning and frequency re-use has become autonomous and self organizing. The present disclosure aims to further expand the utility and function of such self organizing cellular networks by including a user interface to the base station by which the operator can define the radio spectrum boundaries that the base station is authorized to operate within and to further set operational rules for the use of sub-sections of that defined spectral boundary.

    • A cellular network having a plurality of mobile stations and a plurality of cells. Each cell is configured to provide communication services to the plurality of mobile stations using at least two overlapping channels. Each cell includes a base station configured to provide communication services using at least four channels, which include the overlapping channels, within a service area divided into three or four sectors. The service area may be hexagonal or square shaped. A first pair of the four channels has an overlapping portion. A second pair of the four channels, the channels of the second pair being different channels than those of the first pair, may also have an overlapping portion. The four channels may each comprise a portion of an Educational Broadband Service/Broadcast Radio Services band. The first and second pairs of channels may be nonadjacent to one another.

    • A radio system includes one or more remote units in each cell coverage area controlled by a base station. The remote units communicate with one or more terminals of the radio system. The remote units are configured to detect traffic parameters of one or more terminal signals within the coverage area of each remote unit. The base station is configured to receive the signals related to the detected traffic parameters from the remote units. The base station also is configured to calculate relative average traffic levels between the remote units on the basis of the received signals related to the traffic parameters from the remote units, and to allocate traffic transfer resources in the radio system on the basis of the calculated relative average traffic levels between the remote units.

    • Systems and methodologies are described that facilitate employing distributed frequency planning and reuse factor optimization based upon forward link and/or reverse link interference management techniques. An optimal reuse factor for a base station can be determined based upon a metric that evaluates levels of service associated with neighboring base stations. Moreover, a subset of available resource sets can be selected for use by the base station; thus, a base station specific collection of resource sets can be formed through such selection. Further, mappings of each resource set to a set of physical resources can be disseminated in a network or portion thereof. According to another example, frequency hopping can be constrained to use of resources within a resource set (rather than across more than one resource set) as provided in a base station specific hopping pattern.
