    • System and method for providing quality of service enablers for third party applications are described. In one embodiment, the method comprises user equipment (“UE”) establishing a communications session with a third party application server hosting a selected third party application and receiving from the third party application server QoS information comprising at least one of a plurality of QoS attributes and configuring a QoS of a radio access network (“RAN”) in accordance with the received QoS information. The method further comprises activating the RAN QoS for the selected application; and establishing an application session with the third party application server via the RAN.

    • Disclosed is a method of accepting a QoS request for utilizing resources of a network in a predetermined quality. The method receives from a terminal connected to the network a resource unnecessity notification indicating that resource allocated to the terminal has become unnecessary, and holds, as a free resource information, information on a free resource which is a resource notified by the resource unnecessity notification as unnecessary resource. Then, the method receives the QoS request from the terminal, and determines whether the free resource meets the received QoS request or not on the basis of the free resource information. The method allocates the free resource to the terminal when the free resource meets the received QoS request, and transmits information on the allocated free resource to the terminal.

    • A network cluster is provided herein having a plurality of cluster members. In order to control the admission of client requests sent to the cluster, one member of the cluster is elected “reservation coordinator.” The reservation coordinator runs a reservation algorithm for controlling the distribution of rate capacity across members of the cluster. For example, each member of the cluster may reserve some amount of rate from the coordinator to allow for passing of client requests. To ensure that each member is provided with the appropriate rate capacity, each member of the cluster runs an estimation algorithm to determine whether or not additional rate capacity should be reserved from the reservation coordinator, or released back into the cluster for redistribution. The estimation algorithm is run in real-time and allows the admission control algorithm to adapt to changes in rate distribution.
