    • The present invention relates to a node and a method in a cellular radio network telecommunication system for assigning resources to users, comprising a network node having resources to be allocated to users being present in a radio cell served by the network node. The invention comprises:—assigning a priority to each user in the radio cell, where a user consuming a larger portion of the resources is assigned a lower priority than a user consuming a lower portion of the resources,—receiving a rate request, requesting a larger transmission rate, from a first user having a first priority. If not sufficient free resources are available to fulfil said first users rate request, the following steps are performed:—selecting a second user having lower priority than said first user,—sending messages to said first and second users indication the scheduled grant, and—transferring resources, assigned to said second user, from said second user to said first user, to thereby decrease the consumed resources for said second user and increase the consumed resources for said first user.

    • A radio access network node comprises a transport format selector (44) which uses plural input parameters for determining a transport format for a high-speed downlink shared channel (IIS-DSCII). The transport format selector is arranged to protect radio quality (e.g., the signal to noise ratio (SIR)) of the high-speed downlink shared channel (IIS-DSCII) against a radio quality fluctuation due to one or more of fast fading, power variations, or interference variations. The radio quality fluctuation may be a downlink power variation caused by or accompanying transmission on the high-speed downlink shared channel (HS-DSCH) itself (or any other channel such as a DPCH). The radio quality fluctuation may jeopardize reliability of or render inaccurate (e.g., stale) a reported value for a first input parameter ascribed to a radio condition and utilized to determine the transport format. The transport format selector promotes radio quality of the high-speed downlink shared channel (IIS-DSCII) by compensating, in the determining of the transport format, for any inaccurate representation by the reported input value of a radio condition which may have changed at the time of transmission of the high-speed downlink shared channel (HS-DSCH). The first input parameter (for which the transport format selector anticipates a difference) can be, for example, a channel quality indicator (CQI) which represents the radio condition of radio channel quality.

    • The data transmission activity of established connections is monitored along with a measure of the load or drain on communication resources. When the load on communication resources increases or when it moves past a threshold, inactivity over an connection is not permitted or is permitted for a shorter time before releasing that user's connection. On the other hand, lower loads allow for a longer (or no) inactivity period before disconnecting the connection. Once inactivity on a connection exceeds the time determined based on load, that connection may be transferred to a lower capacity channel, e.g., a common channel. Alternatively, that inactive connection may be disconnected.
