    • The present invention is directed to improve compression efficiency by variable-length coding in accordance with characteristics of image data to be processed. An apparatus for compressing quantized data by variable-length coding includes: a statistical information storing memory (212) for storing statistical information (MBTyp and CBPL) of coded image data; a variable-length code table generating unit (213) for generating a variable-length code table on the basis of the statistical information stored in the memory; and a variable-length coding unit (205) for performing variable-length coding on the basis of the variable-length code table. The variable-length code table generating unit generates a variable-length code table by adding occurrence probability of statistical information calculated within a predetermined range of the coded image data and initial occurrence probability selected on the basis of a coding parameter (S3005), and assigning a short code in descending order of statistical information obtained by the addition (S3006).

    • According to one embodiment, an image forming apparatus includes a first image forming unit, a second image forming unit, and an intermediate transfer medium. The first image forming unit includes at least one image bearing member on which a first image is formed. The second image forming unit includes an image bearing member on which a second image is formed. The first image is primarily transferred onto the intermediate transfer medium. When the intermediate transfer medium is moved to a first position, the first image is secondarily transferred onto the image bearing member of the second image forming unit and tertiarily transferred onto a transfer medium from the image bearing member. When the intermediate transfer medium is moved to a second position, the second image is transferred onto the transfer medium from the image bearing member of the second image forming unit.
